This PR adds prettier, mardownlint, cspell, and reviewdog to the toolchain.
The first three are also run in a pre-commit hook (installed after first use of
yarn installas well as CI, but only on the English path. Reviewdog is run in CI and will fix up spelling and layout errors for changes made via the Github interface.I haven't fully tested the Reviewdog stuff yet.
